Decision details
To grant Mrs Anjna Bhamra a practising certificate for the practice year 2010/2011 subject to the condition that she may act as a solicitor only;
(1) in employment or partnership, or as a manager or owner of a recognised body, the arrangements for which have first been approved by the Solicitors Regulation Authority;
(2) Mrs Bhamra shall immediately inform any actual or prospective employer, partner, co-manager or co-owner of these conditions and the reasons for their imposition;
(3) Mrs Bhamra delivers half yearly accountant’s reports to the Solicitors Regulation Authority, such reports and any cease to hold report required under the rules to be delivered within 2 months of the end of the period to which they relate;
(4) Mrs Bhamra undertakes courses on the Solicitors Accounts Rules 1998 and on the Solicitors Regulation Authority’s New Handbook which replaces the Solicitors Code of Conduct 2007 approved by the Solicitors Regulation Authority within 6 months of the date of notification of this decision and shall provide confirmation of her attendance (in the form of a certificate or letter of attendance) at such courses within one month of their attendance; and
(5) condition numbered (1) above is to take effect within 2 month from the date of the letter notifying Mrs Bhamra of this decision.
Reasons/basis
In light of Mrs Bhamra's regulatory history and outstanding investigations with the SRA, the SRA is satisfied that Mrs Bhamra is unsuitable to engage in certain business agreements, business associations or practising arrangements, except in an environment which will provide her with an additional level of support in the running and management of a business providing regulated legal services and that imposing a condition requiring her to obtain the SRA's written approval before taking certain steps will, in the public interest, limit, halt or prevent a risk to clients, third parties or the public; imposing a condition requiring Mrs Bhamra to deliver accountant’s reports on a twice annual basis will, in the public interest, facilitate closer monitoring by the SRA of her compliance with rules and regulations; and imposing a condition which requires Mrs Bhamra to attend the specified training courses will be conducive to her carrying on efficient practice.

Reasons/basis
The Committee was satisfied that grounds for intervention existed under Paragraph 1(1) of Part I of Schedule 1 of the Solicitors Act 1974 as follows:
1. Anjna Bhamra had failed to comply with the SRA Accounts Rules 2011 and the SRA Principles 2011;
2. it was necessary to exercise the intervention powers to protect the interests of clients (or former or potential clients) of Ms Bhamra or her firm or the interests of beneficiaries of aby trust of which Ms Bhamra is or was a trustee.
